# Same inputs, same answer: why cross-border gross-ups drift, and how to stop it

Give the same assignee's pay data to three specialists and ask each for the gross-up. There's a good chance you'll get three different numbers.

Nobody made a mistake, exactly. One used last year's workbook. One rounded at each pass of the loop. One treated a housing allowance as protected because that is how the last client did it. Each answer can be defended. None of them can be repeated.

That is the real gross-up problem in cross-border employment tax. Everyone knows the maths is circular: tax on the payment is paid by the employer, which is itself taxable, and round it goes. The hard part is not the maths. It is getting **one answer that holds**, whoever runs it, whichever month, in whichever country.

Below are the places where that answer drifts, and what it takes to fix them.

## Where the answer drifts

#### 1. Two countries, two versions of the truth

Most assignees touch at least two tax systems. Home and host may both claim the income. Treaty relief, split payroll, shadow payroll and social security coverage all change what "net" really means. A gross-up built for one side of the border quietly ignores the other.

**Our view:** home and host need to be calculated together, from the same inputs, so the net is right on both sides.

#### 2. The data lives in five places

Salary sits in the HR system. Allowances sit with the relocation provider. Bonus and equity arrive in a separate file. The policy is a PDF. Every gross-up starts with someone rekeying numbers, and every rekey is a chance to get one wrong.

**Our view:** you don't need a new data store. You need your existing sources brought together in one place before the calculation runs.

#### 3. Policy is applied from memory

Which items are protected? Is hypothetical tax deducted before or after the gross-up? Which bands apply first? These answers are in the mobility policy, but in practice they often live in one specialist's head. When that person is on leave, the logic changes.

**Our view:** policy rules should be set once, per client, and applied the same way to every calculation.

#### 4. The estimate is never checked against the actuals

Gross-ups are run in-year on estimates: expected bonus, projected days in country, assumed exchange rates. By year end the real numbers look different. Without a structured true-up, the gap stays hidden until a tax return or an audit finds it.

**Our view:** every year should close with a reconciliation of actuals against what was reported, not a scramble.

#### 5. Nobody can show their working

When a client, an assignee or a tax authority asks "how did you get this number?", the honest answer is often "it's in the workbook". That is not an audit trail.

**Our view:** every figure should be traceable to its inputs, its rules and the tax year's rates, on demand.

#### 6. Someone decides when it's "close enough"

Grossing up means paying tax on the tax, again and again, until the figure settles. In a spreadsheet, a person decides when to stop. Two people, two stopping points, two slightly different numbers.

**Our view:** the calculation should finish the same way every time, with nobody having to make that call.

## What good looks like: a calculation layer, not another spreadsheet

Every drift point above has the same root cause. The calculation is rebuilt, by hand, each time it's needed. The fix is to treat it as infrastructure: one deterministic engine that gives the same answer for the same inputs, every time.
