Strengthened leadership structure to support disciplined, enterprise-led expansion in global mobility and shadow payroll
London, 26th February 2026; Certino, a leading provider of global mobility tax calculation and shadow payroll technology solutions, today announces the appointment of Tom Martin-Lockyer as Chief Executive Officer, succeeding Founder and previous CEO Richard McBride.
The new leadership structure formalises a change designed to support Certino’s next phase of accelerated growth. As demand for global mobility and shadow payroll solutions increases, the business is transitioning from a build phase to a scale phase, with clearer executive accountability and strengthened operational discipline.
Martin-Lockyer previously served as Chief Operating Officer and Head of Product for six years, where he was responsible for driving operational performance and execution discipline across the organisation. His appointment reflects the Board’s view that he has already been leading delivery, systems and governance, while helping to expand the company’s international client base.
Over the next 12 to 18 months, Martin-Lockyer’s mandate will be growth-led and underpinned by operational excellence. His focus will centre on building a scalable operating model capable of supporting greater enterprise adoption, increasing delivery consistency and predictability as volumes grow, strengthening governance and execution discipline, and ensuring operational infrastructure supports continued commercial expansion.
McBride will remain actively involved in the business, transitioning into a Non-Executive Board role where he will focus on long-term strategy and governance rather than day-to-day management.
Tom Martin-Lockyer, Chief Executive Officer, Certino, said, “Certino has built a strong reputation as a specialist partner in an increasingly complex global mobility and shadow payroll environment. As our clients scale internationally, they need infrastructure that is robust, predictable and capable of supporting enterprise requirements.
“My focus will be on ensuring we scale with discipline. That means investing in operational systems, leadership capability and governance so that growth is sustainable and repeatable. We are not changing direction. We are strengthening execution so we can support larger volumes, deeper partnerships and more ambitious client programmes over the coming years.”
Certino’s clients include major international organisations and ecosystem partners such as Deloitte, Siemens and Cartus, reflecting its growing role as a trusted infrastructure layer within global mobility programmes.
Richard McBride, Founder and Non-Executive Board Member, Certino, said, “I am immensely proud of what we have built at Certino. From the early days of identifying a gap in the market to supporting some of the world’s most recognised organisations, the journey has been one of steady, disciplined progress.
“Tom has been instrumental in shaping the operational backbone of the business over the last six years. His leadership, execution capability and focus on delivery consistency have already strengthened our platform. I have complete confidence in his ability to lead Certino through its next stage of growth.”
Certino will continue to expand its proven offering through established partner channels, including accountancy, relocation and payroll partners, further strengthening its position within the global mobility and shadow payroll ecosystem.
